Born in 1984 in Akmola region.

Graduated from Kazakh National University named after Al-Farabi, Kazakh Economic University named after Al-Farabi. Al-Farabi Kazakh National University, Kazakh Economic University named after T. Ryskulov, Academy of Public Administration under the President of the Republic of Kazakhstan. Graduated from Al-Farabi Kazakh National University, T. Ryskulov Kazakh Economic University, Academy of Public Administration under the President of the Republic of Kazakhstan, Warwick University (Great Britain).

Labor activity:

From 2005 to 2006 he worked as a leading specialist in the structure of the Ministry of Finance.

From 2006 to 2009 he worked in the antimonopoly sphere as a chief specialist in territorial subdivisions.

2009-2010. – Manager in JSC «Center for Development and Protection of Competition Policy» and Association of Legal Entities «Kazakh Association of Oil, Gas and Energy Complex Organizations KazEnergy».

2013-2015 held positions from Deputy Director to Head of the Department of the Committee for Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy of the Republic of Kazakhstan.

2015-2019. – Deputy Chairman of the Committee for Regulation of Natural Monopolies, Protection of Competition and Consumer Rights of the Ministry of National Economy of the Republic of Kazakhstan.

2019- 2025 – Chairman of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan.

Since April 9, 2025 – Vice-Minister of the National Economy of the Republic of Kazakhstan.
