Daulet Aldyngurov was born in 1980 in the village of Mynbulak, Ayagoz District, Semipalatinsk Region. He is a healthcare professional, physician, and healthcare manager, recognized for his high professionalism, knowledge, and experience. He holds MD and PhD degrees in Public Health.

Career Path

He began his professional career as a resident physician in the surgical department of the Emergency Medical Care Hospital in Semey, East Kazakhstan Region.

From 2005 to 2007, he completed clinical residency at the Department of Faculty Surgery, specializing in Emergency Operative Surgery.

Between 2007 and 2010, he worked as an assistant at the Department of Surgery and Traumatology of the Semipalatinsk State Medical University.

From 2010 to 2013, Aldyngurov pursued doctoral studies in Public Health at the Semipalatinsk State Medical University and the Atomic Bomb Institute of the School of Public Health, Nagasaki University (Japan).

From 2013 to 2017, he served as an associate professor at the Department of Surgery and Traumatology of the State Medical University of Semey. During this period, he combined scientific work with teaching, sharing his knowledge and experience in the field of healthcare.

In 2017–2018, Aldyngurov worked as the Chief Manager of the branch of LLP “Kazakhstan Medical University ‘Higher School of Public Health’” in Astana. In this role, he coordinated the university’s organizational activities and contributed to the modernization of academic programs.

From 2018 to 2019, he served as a Manager of the Department of International Cooperation and Innovative Technologies at JSC “Center for Medical Technologies and Information Systems” of the Medical Center of the Executive Office of the President of the Republic of Kazakhstan.

In 2019–2020, Aldyngurov held the position of Head of the Center for Master’s and Doctoral Studies at Astana Medical University, contributing to the development of postgraduate educational programs.

From 2020 to 2021, he served as Deputy Director of the Department of Science and Human Resources of the Ministry of Health of the Republic of Kazakhstan. In this capacity, he participated in the implementation of numerous key projects aimed at strengthening the national healthcare system.

Between 2021 and 2024, he served as Director of the Department of Science and Human Resources of the Ministry of Health of the Republic of Kazakhstan. During this period, he played an important role in reforming medical education and advancing health sciences. He is one of the co-authors of the Law on the Development of the Institute of Professional Liability Insurance for Medical Workers of Kazakhstan.

Current Activity

Since 2024, Daulet Aldyngurov has been serving as Deputy General Director for Biological Safety at JSC “National Holding “QazBioPharm” under the Ministry of Health of the Republic of Kazakhstan. He actively contributes to the implementation of the national policy on ensuring biological safety.
