Born on June 8, 1962 in Akmola region. In 1985, he graduated from the Tselinograd State Medical Institute, and in 2001 from the Kostanay Institute of Business and Management.

He started his career in 1985 as an intern. He worked in the healthcare system, including in senior positions. In the 2000s, he was engaged in public activities, headed national cultural centers, was a deputy of the Majilis of the Parliament of the Republic of Kazakhstan of the fifth and sixth convocations from the Assembly of the People of Kazakhstan, and held responsible positions in the APK.

Since 2021, he has been the founder and CEO of the Obereg Ukrainian National Cultural Center LLP. Since August 2022, he has been an independent member of the Board of Directors of JSC National Holding QazBioPharm.

He was awarded the Order of Dostyk II degree and other state and public awards for his contribution to the development of civil society, strengthening interethnic harmony and cultural dialogue.
